UPA Study Says Evictions Lessen

News Release September 12, 2011 In the first eight months of 2011 the number of urban poor families who experienced eviction lessened somewhat, according to a study of Urban Poor Associates’ (UPA). From January to August 2010, 8201 families were evicted in 29 demolition incidents. In the same period for this year, 7060 families in 14 demolition incidents lost their homes. Eight of this year’s evictions were on government lands, three were privately owned while the others were on lots along esteros. All 14 of the 2011 eviction incidents were considered illegal because they did not meet the legal requirements for evictions of the Urban Development and Housing Act. Evictions in San Juan, Navotas, Makati and Pasig turned violent. The number of cases in 2011 went down to 14, compared to 29 demolition incidents in 2010, but larger urban poor areas were demolished. UPA pointed out that if we compared President Noy-Noy Aquino’s first complete year in office, June 2010- June 2011, we find he had many more evictions than former President Gloria Macapagal-Arroyo had on average per year in her term. These eviction episodes are considered high because President Aquino signed a covenant with the urban poor during the election campaign at Del Pan Sports Complex, Tondo, Manila, March 6. The Covenant promised an end to illegal forced evictions and showed a bias for in-city relocation. Such in city-relocations have not been implemented yet. Instead demolitions have been increasing. The government’s reasons for demolitions were the cleaning of esteros and expansion of government facilities. Fire From January to May 2011, a total of 12 fires broke out in urban poor areas which affected 9,849 families. Three out of twelve fires were believed by the people to have been done intentionally to force them out of places where they have lived for more than 15 years. They thought the government used fire because it is the easiest way to remove people. The majority of families who lost their homes were not allowed to return. Most of the fire sites were privately owned. Five of the communities were on government land. A total of 6,114 families or 62 percent of the total number of affected families were not allowed to return to their homes while communities in Satima, Las pinas, Brgy. Culiat, Quezon City and Malabon City are now negotiating with the private owners to purchase the land they lived on before the fires through the Community Mortgage Program (CMP). Navotas, Quezon City and Makati declared fire areas as danger zones. This prevents the people from going back to the fire site. Navotas passed a Resolution No.2011-36 on March 4, 2011 that the area in that city is a danger zone. Quezon City declared an area a danger zone because of “congestion and condition of structures.” The Makati government can pronounce an area a danger zone if the area has a minimum of five fires blaze. The areas were cleared of all residents. These moves of the City governments were strongly opposed by the fire victims. In Laperal Compound, Makati, the clearing operation turned violent. Molotov bombs and rocks were thrown by residents at Task Force Laperal. Makati was criticized by residents for enforcing a demolition though the lot is privately owned and there had been no court order. A child died in the staging area because of pneumonia. Only 25% of the 2700 families who lost their homes were relocated to Montalban. Families in Navotas and Quezon City also resisted clearing operations. Most of them chose to stay in their original places than be relocated far from their jobs. Government Intervention Secretary of Interior and Local Government Jesse Robredo put holds on demolitions in San Juan and Makati, which were not respected. UPA Spiritual Director Fr. Robert Reyes said, “The president should do more to stop illegal evictions or else eviction will continue to rise.” Data gathered by UPA shows that there are 300,000 families still threatened with eviction in Metro Manila and the surrounding area. “The government must find win-win solutions that will uphold the interest and rights of the poor and allow the necessary infrastructure of the city to be built,” Fr. Reyes concluded. -30-

Running Priest Together with the Urban Poor on a Non-Stop 28 Hour Pilgrimage

Fr. Robert Reyes, also known as the running priest, together with the urban poor walked and pushed Kariton ni Maria on a non-stop 28 hour pilgrimage or called as “Lakbay Dalangin” to seek and spread the light. A journey started at 8:00 am in Road 10, Navotas, gathering thousands of urban poor affected by the road widening project of Department of Works and Highways (DPWH). He finished the 28 hour pilgrimage on the following day, 25 February 2010, at 12 noon in the historical Edsa Shrine People Power Monument.

The Catholic priest and the thousands walking with him offered this sacrifice to remember, repeat, reflect, renew and realize the lessons, values, and Spirit of EDSA.

“The 28 hour pilgrimage or the Lakbay dalangin is my humble contribution to the commemoration of EDSA and to thank God that Kariton ni Maria has been part of our history for about ten years bringing light and blessings for us forever. It is toward this light that Kariton ni Maria will always journey,” said Fr. Reyes.

The pilgrimage’s route retraced Fr. Reyes’ 28 years in priesthood serving God and the people. The pilgrimage passed by his respective parishes where he was ordained and where he worked as a parish priest. He also paid homage to the retired priests at the Cardinal Sin Retirement Home For Priests who influenced him to walk the talk of the church. The pilgrimage passed through government offices which he continually engaged striving to make them serve and not betray God and the People to whom they owe allegiance. It traveled to all the urban poor communities where he had worked and somehow, as though miraculously, helped to stop demolitions and evictions. Then to the Golden Mosque of Quiapo, where Muslim friends waited and joined him to pray for better Christian and Muslim ties.

The running priest held mass in front of the Commission on Election (Comelec) to bring genuine and profound change in the electoral exercise and the poll automation.

“It is also my prayer engaging body, mind and spirit that in the coming May 10, 2010 elections we will act according to what we have learned so that the light will finally shine and free us from all that enslaves and brings us all down. This is a call to various institutions which have the resources to be vigilant and ready to take the appropriate action and for every sector and individual to guard the ballots and to preserve the sanctity of the electoral process,” said the Palawan Diocese-based Catholic priest

“I am calling the attention of the Comelec, to impose a demolition moratorium as hundred thousands of urban poor might be disenfranchised of their right to vote. The urban poor just like the rest of us has the right to vote to elect leaders. Demolition and evictions are gravely abused by those in position to get the votes of the informal settlers. We hope that Comelec through this mass will heed our call,” Fr. Reyed added.

Reyes was joined by Task Force Anti-Eviction group composed of various people’s organizations and NGOs such as Urban Poor Associates (UPA), Community Organizers Multiversity (COM) and Community Organization of the Philippine Enterprise (COPE) Foundation, a housing rights organization supporting the cause of the urban poor and Kubol Pagasa.

Fr. Reyes concluded that, “This pilgrimage brings the value and relevance of EDSA that has lost 24 years later a peaceful struggle to reclaim our freedom and to exercise democracy in all its goodness. May our leaders re-learn the lessons and start a truly meaningful journey with the poor, before, during and most especially after elections.” -30-

Launching of KAYAKo

Father Robert Reyes, also known as the running priest, invites you at the launching of Kalikasan Kabuhayan Katarungan ora mismo (KAYAKo) tomorrow (Oct. 12 / Monday) beginning at 8:00 AM at the Marikina City riverbanks adjacent to Marcos Highway.

Father Reyes will be rowing along Marikina River using a kayak, a small human-powered boat, to pray and support the urban poor particularly the thousands of families threatened with forced evictions due to the recent flash floods brought about by typhoon Ondoy.

There will be a signature campaign for the causes of KAYAKo. At 10:00 AM there will be a press conference at Treehouse, Matalino Street in Quezon City.

The Catholic priest will be rowing around Laguna Lake the following weeks to spearhead series of causes including care for environment, relief operations for flood victims, fisherfolk issues, disaster preparedness, urban land reform, among others.

Supporting this initiative are groups such as Community Organizers Multiversity (COM), Kubol Pag-asa, Urban Poor Associates (UPA), Bulgar, Mamamayan para sa Pagpapaunlad at Pagpapanatili ng Lawa (MAPAGPALA), and the Philippine Dragonboat Team.

‘Running Priest’ Goes on Fasting to Save the Grand Mosque

19 September 2009. Activist priest Father Robert Reyes went on fasting this morning with the Muslims living near the Grand Mosque to mark the end of Ramadan and to signify their opposition to the government’s plan to demolish the mosque located in Pasay City. The demolition will give way for the implementation of the Southwest Public Transport Intermodal Project. The said area is also reportedly being developed for commercial establishments, including casinos.

In a statement, Reyes said he is one with the Muslim community in their fight to save the mosque. He said the mosque has been there for a long time and is already a holy landmark for our Muslim brothers and sisters.

Through the said fast, Reyes is asking the government to heed the call of the people not to relocate the mosque. “Let it stay together with our churches so that it may be seen as a symbol of Muslim and Christian understanding in our country,” said the Cubao Diocese-based Catholic priest.

Ramadan is the Islamic month of fasting, in which participating Muslims refrain from eating, drinking, smoking, and indulging in anything that is in excess or ill-natured; from dawn until dusk.

Reyes was joined by Task Force Anti-Eviction group composed of various people’s organizations and NGOs such as Urban Poor Associates (UPA), Community Organizers Multiversity (COM) and Community Organization of the Philippine Enterprise (COPE) Foundation who have been supporting the Muslim group in fighting for their sacred place.

“We must remember that there are things beyond and greater than law. Christ even said do not follow the letter of the law without understanding its spirit. Therefore, whatever projects the government has for this land where the mosque is built, spare it from demolition in this way the government can prove its sincerity promoting peace and equality in our country,” Reyes said.

“Our society needs to deepen our acceptance, our respect and appreciation of other religions, especially the very old religion of Islam,” Reyes added.

On the other hand, Abdelmanan Tanandato, leader of Samahan ng Nagkakaisang Nademolis sa Roxas Boulevard, said their group is very happy with the support given by the Catholic church and different NGOs. “Their respect towards our culture, rights, and religious beliefs strengthened our hope that we will be able to come up with an amicable solution to this problem,” Tanantado said.

Currently, the group of Tanandato has filed a motion to quash/ hold in abeyance the writ of execution immediately after Sheriff Jeffrey Sales served a notice to vacate on Aug 13, 2009 from ParaƱaque Regional Trial Court (RTC) branch 274.

Tanandato has high-hopes that the court will be favorable to them this time due to the growing support coming from the Catholic Church and from local and international NGOs.

For his part, Jun Alferez, UPA community organizer, said there is a total of 3,295 families evicted this year alone as a result of the government’s supposed “beautification” projects. -30-

Running Priest to join Muslims in fasting and prayers at the Grand Mosque in Pasay City

Fr. Robert Reyes, the running priest, will stage a fasting with Muslims tomorrow (September 19) beginning at 9:00 AM at the Grand Mosque in Baclaran, Pasay City to publicise a petition concerning the demolition of the mosque and the eviction of urban poor families living in the community.

The Muslim community started reclaiming the land in 1992. In 1993, the Grand Mosque was built. In 1994, the Muslim leaders decided to make it concrete. It was completed in 2002 and the total amount of expenses reached 11.3 million pesos. Various Muslim groups donated the money while some residents contributed their hard-earned money.

The Muslims built the mosque at the reclamation area in Baclaran with the endorsement of the then ParaƱaque City Mayor Joey Marquez. The area is now considered a part of Pasay City.

But now they are told to vacate the community to give way to Southwest Public Transport Intermodal Center. The said area is also reportedly being developed for commercial establishments, including casinos.

Fr. Robert will join the Muslims in prayers and silence as they mark the end of Ramadan.

Running Priest in Baseco for CARP extension

As part of his 157-kilometer run for the extension of Comprehensive Agrarian Reform Program (CARP), the running priest Fr. Robert Reyes, together with some 30 community leaders will stage a run today (Dec. 6) starting at 8:00 AM from the Herminigildo Atienza Elementary School at the Baseco, Port Area in Manila to the office of Department of Agrarian Reform in Quezon City.

There are serious concern that once the year ends without passing a law extending it and by including reforms, the plight of landless farmers will hang in the balance; and that those who are supposed to be beneficiaries under the CARP, would have no other means or legal remedies at all to seek ownership of the lands they till.

Two decades after the land reform law took affect, thousands of hectares of land all over the country have failed to be awarded to farmers.

Running Priest in Baseco for U.N. Run

Fr. Robert Reyes, the running priest, will stage a run in Baseco, Port Area in Manila tomorrow (Tuesday) morning 10:00 AM starting at the Herminigildo Atienza Elementary School to publicise a petition which the people will send to the United Nations (UN). The petition will concern the eviction of 7,000 to 10,000 families living in Baseco.

The land was proclaimed by President Gloria Macapagal Arroyo in 2002. On the basis of that proclamation, aided by the Gawad Kalinga (GK) and Habitat for Humanity (HfH), the people invested in their homes. But now they are told to vacate the 56 hectares because the reclamation done by the government between 2002 and 2004 was poorly done. With the result, the land will liquify if there is a strong earthquake, the government says.

It is estimated well over a hundred million pesos was spent for the reclamation, according to Urban Poor Associates (UPA), a housing rights NGO.

After the run, there will be a brief prayer service. The people of Baseco will also sign a banner with the words “United Nations Housing Rights, please help us. We want to stay here in our homes. We don’t want to move out.”
